Mortgage Originators At a minimum, the top 10 mortgage originators by loan count based on the total of retail and wholesale loans reported in the Mortgage Call Reports (MCRs) in the NMLS 9 for the trailing four quarters as of Q2 receive the OMC designation each year. Mortgage Servicers At a minimum, the top 10 mortgage servicers by loan count based on the total of wholly owned loans, loans serviced under MSRs, and loans subserviced for others as reported in the MCRs in the NMLS for the trailing four quarters as of Q2 receive the OMC designation each year. Target Number of MMEs to Receive OMC Designation Each year the MMC will identify approximately 25 MMEs to receive the OMC designation. Some MMEs may be identified as both a top 10 mortgage originator and a top 10 mortgage servicer. The MMC may, at its discretion, identify additional OMCs as multi-state examination resource availability permits. Examination Scheduling The MMC is responsible for identifying the OMCs and scheduling the examinations. The OCOE mortgage schedule will be announced in October for the following year’s exam cycle of Q2 through Q1 of the next calendar year. Example : OCOEs for the Q2 2025 – Q1 2026 exam cycle will be announced in October 2024. The MMC will target scheduling 10 mortgage OCOEs in each examination cycle and can increase the number incrementally as agencies align supervisory and examination processes with the Protocol. The MMC is responsible for maintaining the list of the top nonbank mortgage originators and servicers (i.e., OMCs) and scheduling OCOEs, while attempting to avoid examinations of the same OMC in back-to-back years. If appropriate, the MMC, in concert with the SCC, may choose to schedule coordinated OCOEs with the Consumer Financial Protection Bureau (CFPB). 10 Once the Mortgage OCOE schedule is released in October, state agencies will have two months to determine their desired participation level for each OCOE. Each agency will notify 11 the MMC as to whether the agency intends to: 1. Request to participate in the OCOE. 2. Accept the results of the completed OCOE. 3. Observe the Examination Moratorium. This includes agencies that plan to leverage the OCOE. See Examination Participation Parameters , Examination Moratorium , and Accepting and Leveraging Agencies for more information regarding these options. State agencies are requested to refrain from scheduling and conducting an examination on an OMC in the same calendar year in which the OMC is scheduled for an OCOE.
