Kelly Rainsford Deputy Administrator and General Counsel South Carolina Department of Consumer Affairs

Kelly Rainsford joined the South Carolina Department of Consumer Affairs in 2014 where she serves as Deputy Administrator and General Counsel. She has served as NACCA’s representative on the NMLS Policy Committee since July 2019. Prior to accepting a position with SCDCA, she served as Senior Staff Counsel for the South Carolina Administrative Law Court. She previously served as an attorney for the South Carolina Budget and Control Board, representing the Retirement Systems and the Employee Insurance Program, for more than eight years. Her experience also includes a judicial clerkship at the South Carolina Court of Appeals and the South Carolina Administrative Law Court as well as two years in private practice. She is admitted to practice in South Carolina, the U.S. District Court for the District of South Carolina, and the U.S. Court of Appeals for the Fourth Circuit. She graduated from the University of South Carolina Honors College in 1995 with a degree in Mathematics and went on to earn her Juris Doctor from the USC School of Law in 1998.
