2022 In Review – Strategic Focus on Workforce Development From the 2020 ‐ 2022 Strategic Plan Develop innovative learning solutions and capabilities that drive regulatory efficiency and increase speed to demonstrated competencies (data analytics and cyber) to enable an innovative, high performing and collaborative state regulatory workforce.

2022 In Review – Strategic Focus on Workforce Development (cont’d) Highlights: • Two live virtual sessions of our IT Examiner School reaching 60 examiners from 19 states • In ‐ person Cyber and IT Supervisory Forum in early October with over 64 attendees from 20 states • Met goal of at least 50% of state participating in two CSBS Cyber/IT training programs by year ‐ end: • 37 states participated in/completed at least 1 training program • 26 completed at least 2 training programs

2022 In Review – Additional Highlights With the involvement of and support from you and many others in the states, we: • Held 33 training and examiner education programs (in ‐ person and virtual) • Covered a range of bank and non ‐ bank topics such as Trust, Capital Markets, Cryptocurrency, BSA/AML, and Multi ‐ State Mortgage Exams • Began developing a pilot approach to a more robust assessment model to measure retention and application of training content

Vision & Objective Vision: To be the recognized leader advancing the quality and effectiveness of regulation and supervision of state banking and financial services. Objective: CSBS is the platform for effective Networked Supervision through innovation, partnerships, and regulatory workforce development.

Goals by Year-end 2025 Workforce Development ‐‐ All 50 states annually engage in one workforce development initiative (regulatory training, examiner certification, and agency accreditation). Banking ‐‐ The state bank charter remains the charter of choice, with the states chartering 79% of all U.S. banks. Model Laws ‐‐ 50 state adoption of model laws (35 states MTMA; 25 states Prudential Standards; 20 states data security).

Strategy 2: Achieve uniformity and excellence across the state system in laws, regulations, process, and workforce. Strategy 3: Develop innovative learning solutions and capabilities that promote networked supervision through a high performing, collaborative, and trusted state regulatory workforce.

Measures Strategy 3: • By 12/31/23 develop and conduct pre ‐ and post ‐ event surveys in at least 1 bank and 1 non ‐ bank training program that connects to/promotes networked supervision to measure the variance in learners’ level of understanding and knowledge of networked supervision principles. • Conduct assessment of large bank training needs including current providers and courses by 6/30/2023.

Measures Strategy 3 (cont’d): • Pilot formal assessments to measure understanding of concepts presented in two examiner schools by 6/30/2023. • Pilot performance validation model through on ‐ the ‐ job applications for the two examiner schools that already include formal assessments (Bank Analysis and BSA/AML schools) by 12/31/2024.

Certified CSBS Instructor | CCI Your special skillset as a CSBS instructor may be recognized through the CSBS Examiner Certification Program’s CCI credential. The CCI designation was created to recognize the knowledge, skills, and abilities of individuals who provide instruction for CSBS, in-house, or federal training programs. The continuing education requirement encourages professional development in the areas of adult education, course development, instructional design, and tech-based training innovation. You may qualify for the CCI credential if you: serve as an instructor for at least four courses/programs, at least one in the previous three years; are actively involved in the maintenance and/or development of course content; and have completed the core education requirements for CSBS’s bank safety and soundness certifications. Complete requirements for the CCI credential may be found at www.csbs.org/certified csbs-instructor-cci. Successful applicants must complete 40 hours of continuing education during each three-year term of certification. In addition to the CCI credential, CSBS offers the Certified Examinations Trainer (CET) and Certified Training Manager (CTM) credentials. Full descriptions and requirements may be found at www.csbs.org/certified-examinations-trainer-cet and www.csbs.org/certified-training-manager-ctm respectively. To apply, activate an account in the certification portal – send your name, email address, and agency employment start date to certification@csbs.org to get started. If you already have an active certification account, simply click on the Apply for Certification button under the Actions menu and select the relevant credential under Specialty Certifications.
