Shauna Russell Shields Bank Bureau Chief Iowa Division of Banking

Shauna Russell Shields has been the Bank Bureau Chief for the Iowa Division of Banking, where she oversees the regulation of approximately 250 Iowa state-chartered banks, since December 2014. She served as the Division’s General Counsel for approximately 10 years before becoming the Bank Bureau Chief. She was an Assistant Attorney General for the State of Iowa during part of the time she served as General Counsel and for six years before being assigned to the IDOB. She currently serves on the CSBS Performance Standards Committee and represents the states on the Supervisory Processes Committee. In her capacity as General Counsel to the IDOB, Ms. Shields’ duties included the oversight of Iowa state-chartered banks and oversight of consumer financial services companies licensed by the IDOB. She served on the SRR Lawyer’s committee for several years and was its chairperson part of that time. Ms. Shields was in private practice prior to joining the Iowa Attorney General’s office. She graduated with highest distinction from both the University of Iowa College of Liberal Arts and the U of I College of Law. She served as a law clerk for Iowa Supreme Court Justice James Andreasen.
