Best Practices for Large Bank Supervision

7

6. Initial Information review by examination staff o It is recommended that examination staff spend the first days or week of the examination reviewing all information related to their assignment to confirm understanding of their assignment, answer procedures and develop questions for management 7. Additional questions and information requests o Work with bank management to identify a best practice for subsequent questions and information requests  Decide if one EIC will forward requests to bank management or if both can forward them  There is not typically a right way to do this, but it is critical that both EICs are included on all communications including meeting and emails so they are fully aware of all discussions 8. Meetings with Bank Management o Depending on the discussion and type of issue, the EICs may choose to provide bank management with a list of potential questions and/or talking points and confirm that the appropriate bank personnel are available and invited to the meeting o Be cognizant of senior management/department heads schedules and plan accordingly. Availability is often less than a community bank o Large banks will typically assign a regulatory liaison to assist the examination team. The liaison will generally attend all meetings between examiners and bank staff. If the examination team feels that their participation is hindering the discussion, they should be specific in their request to meet with bank staff independent of the liaison and other bank representatives. 9. Work closely with your federal counterpart to ensure that all Information received during the examination is shared among the appropriate staff and filed with other examination documents 10. It is recommended that EICs/CPCs hold round table meetings with the examination team each week to discuss progress and identify issues that may need EIC intervention, or assistance, such as slow response times from bank management, potential findings, or violations 11. Conduct weekly meetings with management /department heads as to the progress/status of the target review

Clearing outstanding SR/MRA and MRBA/MRIA issues

12. It is a best practice to write all SR/MRA, MRBA/MRIA findings to address a single issue. Additionally, the findings should be worded in a way that is clear to all parties and can be monitored and remediated.
