8. Upon completion of the Supervisory Plan, set up a meeting with bank management to discuss the plan and any potential scheduling conflicts with bank personnel and department heads III. Staffing 1. Lead/Assistant Lead Examiners ‐ Establish State Central Point of Contact (CPC) / Examiner in Charge (EIC) minimum lead rotation time to maintain cohesive relationship with bank, federal counterparts, and dedicated exam o It is recommended that each large bank program be staffed with a Lead EIC / CPC (Team Lead) and Assistant EIC / CPC (Assistant Lead) o If staffing does not allow for dedicated Assistant Lead positions, it is recommended that Team Leads are available to provide knowledge and counsel to their successors when rotating from the assigned large bank 2. If your state has numerous large banks spread among several regional offices, it is recommended that you schedule “large bank staffing” calls/meetings at least two times per year to assign examiners for all large bank targets o Some target review areas will require subject matter experts (SME). Determine appropriate state Subject Matter Expert (SME) resources available per examination o Communicate with federal counterpart during the scoping process to ensure that the state or federal agency has sufficient committed resources with the required expertise to conduct the target review effectively o Ensure Federal regulatory partners are able to provide a firm staffing commitment several weeks before the Scope Memo is prepared o The assigned EIC of the target examination should attempt to attend all meetings during target reviews o The Lead EIC of the target review should actively participate in the opening and exit meeting of each target review to ensure the appropriate level of participation and input into examination logistics and decisions o Having equal state and federal examiners resources for each target review is preferable 3. Dedicated Team ‐ If state staffing resources allow, it is recommended that the state assign the same number and quality of examiners to be permanently assigned to each large bank 4. It is recommended that each state utilize examiners with significant bank examination experience, to help Team Leads staff target reviews o Utilization of examiners with varying degrees of experience helps diversify examiners beyond community banks and helps expand knowledge base 5. Dedicated exam staff should be given time for ongoing monitoring between examinations. To stay up to date, complete the board meeting summary for the exam when the minutes are provided
