Phillip Hinkle Director, Cyber and Technology Strategy Texas Department of Banking
Phillip oversees planning and development of examination strategies and policies for evaluating cybersecurity and information technology for all state-chartered banks, trust companies, licensed money service businesses (MSBs), non-depositories as well as the banks’ technology service providers. This involves evaluating not just current threats but also evolving technologies and their potential risks, such as Artificial Intelligence, Quantum Computing, and Cloud Computing. He has held a variety of IT certifications and received the FBI’s Service Award. He led the formation of what is now the CSBS Bankers Electronic Crimes Task with the US Secret Service. The task force developed the national Executive Leadership of Cybersecurity initiative (ELOC) and most recently the development of a Ransomware Self Assessment Tool, which was followed in 2023 with a national postmortem study of financial institutions that have been victims of ransomware. He is a member of the FFIEC’s Cybersecurity & Critical Infrastructure Subcommittee, which developed the FFIEC’s Cybersecurity Assessment Tool (CAT) that has been used by the majority of US banks since its release in 2015. He is currently focused on IT Exam Modernization to address the Volt Typhoon threat and other large scale systemic threats. He always seeks input and collaboration with industry on these complex issues.
