What is Development? • Development projects involve the creation of software applications or integrated application systems. • May include “internally developed” scripts or spreadsheets and database reports for cases where organization rely on the spreadsheets and reports to make important budgeting and accounting decisions. • Software development projects can be completed in-house, through outsourcing, or by a combined approach. • Organizations typically manage development projects using systematic methodologies that divide large, complex tasks into smaller, more easily managed segments or phases (SDLC).

Development Standards

• Project management standards should address issues such as project management methodologies, risk management procedures, and project approval authorities. • Roles & responsibilities that establish SoD Separation of duties within the development team controls for “test” and “production” environments. • System control standards should address items such as an application's functional, security, and automated control features. Organizations should have written development standards that, at a minimum, address project management, roles and responsibilities, system control, change control, testing and documentation.
